What is this lizard please?

I recently photographed a barrel chested yellowish 'lizard' in Dubai and I have no idea as to what it is. A picture of it can be seen at http://www.inpartnership.org/lizard/

I apologise in advance if this is a very basic question but I saw two of them beside the road in the desert and they fascinated me.

Whats sad is that we are still building in this old outdated model all over the country, in fact this has become standard.
Has anyone seen the new re-modeled Pavillions in Weho? What do you think?
